What about diplomats? Why don't they pay for parking tickets?

Diplomats don't have to pay parking tickets because they have diplomatic immunity. It's been noted that in some cities, like New York, about 7,000 parking tickets are issued to diplomatic vehicles on an annual basis -- and they never have to be paid!  UPDATE:  The US Congress now allows certain cities to submit the unpaid amounts to the Federal Government who may deduct these liabilities from subsidies given to countries by the US.   Those deductions are supposed to be returned to the municipality where the fines were incurred.
